Victoria is the exception — PMCV runs no second round at all 4.

Queensland invites unsuccessful PHO and registrar applicants to re-preference down to JHO/SHO/PHO/registrar on 4–7 Sep, runs SHO/JHO offers from 28 Sep and an open round from 9 Nov 3. The ACT keeps offering from November to January 5.
Victoria is the one state where the answer is no. PMCV states it will not conduct further rounds; unmatched positions are filled by health services directly, on their own sites, on their own timetable 4. If you missed the Victorian match you are emailing hospitals, not waiting for a round.
Why positions are there at all. People hold multiple offers and drop out; specialty rounds resolve after the generic ones; and some posts simply never fill.
