RACS says application is not linked to PGY level but the earliest realistic point is PGY3. Specialty rotation prerequisites (several at PGY3+) are the real PGY gate.
ASSET, CCrISP, EMST, CLEAR and TIPS are training requirements for most specialties, not selection requirements (exceptions: Cardiothoracic requires EMST/ATLS + CCrISP pre-entry; Orthopaedics scores them on the CV).
